The scientific publication system is currently changing from subscription-based journals to open access. Since the financing system of publishing giant Elsevier is still based on subscription fees, Swedish universities have been paying for both reading permissions and open access. The ongoing negotiations between The Swedish Bibsam consortia and Elsevier broke down before the summer, and Swedish university libraries are now suspended from reading.
